Sociology Professor Gunnar Heinsohn is critical of the German welfare state. He believes that state benefits paid to those who are without work are counter-productive. Instead, he says, the government should seek to do more to help people break out of the cycle of dependency on government handouts. Charity organizations oppose this view and insist that those in need do have the right to assistance from the state.
